From January 1, 2027, in the countries of the Eurasian Economic Union, including Russia, Belarus, Kazakhstan, new rules for regulating foreign electronic trade will come into effect. The duty on imported purchases exceeding the duty-free threshold will decrease threefold - from the current 15% to 5%. This was reported by the Eurasian Economic Commission.
What will change
The duty rate will decrease threefold. If previously a purchase exceeding the limit was subject to 15%, from January 2027 only 5% of the excess amount will be charged. The minimum threshold is 1 euro per kilogram of package weight.
The weight restriction on international parcels for personal use is being abolished - the current limit of 31 kilograms per parcel will no longer apply under the new electronic trade regime.
Customs declarations will be handled by electronic trade operators. The buyer will no longer have to interact with customs independently - the service intermediary will do it for them.
What remains the same
The duty-free threshold remains at 200 euros per purchase. Everything below this amount will still pass without any additional fees. The threshold is fixed for at least two years with the possibility of review.
Practical example
Suppose you order sneakers for 250 euros. The amount exceeding the duty-free threshold is 50 euros.
Under the current rules, the duty would be 15% of the excess = 7.5 euros. Under the new rules from 2027 - 5% of the excess = 2.5 euros. Savings on one purchase - 5 euros.
For expensive goods the difference is more noticeable. A pair of shoes for 400 euros: currently the duty is 30 euros, from 2027 - 10 euros. Savings of 20 euros.
Document status
The protocol on amendments to the agreement on customs regulation of electronic trade has already been ratified in Kazakhstan, Belarus, Armenia and Kyrgyzstan. In Russia the ratification procedure has not yet been completed. The document will enter into force after all ratification instruments have been received.
